1. Port Dues A. Wharfage Fee 100%
  1. (1) Wharfage fee is exempted once for military vessels, public vessels, vessels that called at port to avoid disasters at sea, coastal liners, vessels entering the port in medical emergency, ocean-going vessels that enter and leave as an empty vessel for repair at a shipyard, passing vessels, vessels that enter the port for the purpose of loading or unloading cargoes but inevitably leaves the port due to lack of quay walls or anchorages then re-enters the port after repair or vessels that re-enter the port after having left the port to clean the cargo hold (However, exemptions apply without limitations if the cause is not attributable to the vessel operator).
  2. (2) Vessels that were built at a shipyard within the port and that depart as a ballast ship without berthing or casting anchor at the port (including when a new vessel berths or casts anchor for the sole purpose of fueling).
  3. (3) Ocean-going vessels that are eligible to the qualifications (excluding nautical mark use fee) submitted by the port authority as a vessel discharging liquid cargo (excluding gas) at Ulsan Port.

B. Dockage Fee and Anchorage Fee 100%
  1. (1) Military vessels, public vessels, vessels that called at port to avoid disasters at sea, passing vessels, vessels entering the port in medical emergency, coastal fishing ships, small ships less than 5 tons, vessels that drop anchor for quarantine, vessels sailing on remote island routes, vessels owned by the fisheries cooperative union, and new vessels that berth or cast anchor for fueling (only applicable to vessels that depart within 12 hours after berthing and 48 hours since anchorage).
  2. (2) Anchored vessels that are stationed at the shipyard for repair, anchored vessels that are on standby due to lack of berthing facilities (including when other vessels take berths due to maritime accidents, etc. or in the event of insufficient yards of exclusive facilities) and tidal levels, anchored vessels that are waiting due to pilot limitations (subject to vessels that have applied for a pilot boat at 06:15, which is the first available time for piloting at Ulsan Port due to piloting restraints at night), vessels under control due to weather conditions, and vessels designated by the port authority that have cast anchor at the port for reasons not responsible to the operator of the vessel but for the characteristics of the port.
  3. (3) Coastal container vessels that set sail at Ulsan Port by Dec. 31, 2019.
  4. (4) Ocean-going vessels that discharge new liquid cargoes (excluding gas) at Ulsan Port with eligibility submitted by the UPA.
  5. (5) Ocean-going vessels that enter the port for the purpose of loading/unloading liquid cargoes at Ulsan Port and use the facilities for fueling before and after the operation (up to first 12 hours).

2. Cargo Dues A. Wharfage Fee 100%
  1. (1) Military-use cargo, ship articles, luggage of passengers, cargo transported by domestic passengers, cargo transported by domestic carriers under 300 gross tonnage, catch transported by coastal fishing vessels, vessels for dismantlement over 2,000 LDT that are being shipped as cargo, and empty containers being imported/exported.
  2. (2) Wharfage fee for transshipment cargoes is charged when the vessel enters the port, and when the cargoes are transshipped to another vessel with the same shipping qualifications according to the Marine Transportation Act (between domestic vessels and between ocean-going vessels) via water or land, the wharfage on the cargoes are exempt. However, this does not apply to liquid or liquid-state cargoes, which used or stored on-land storage tanks, that are being transshipped to vessels leaving the port.
  3. (3) Cargoes that are outbound, having been re-loaded on the same vessel after being discharged temporarily to prevent trim or load other cargoes.
  4. (4) Import/export container cargoes that are being transported by coastal container carriers by Dec. 31, 2019
  5. (5) Transshipment cargoes (wharfage fee) of ocean-going containers by Dec. 31, 2019
  6. (6) Ocean-going cargoes that fit the qualification of the port authority as liquid cargoes (excluding gas) being newly imported to Ulsan Port
  7. (7) Marine/on-land truck cargoes) and transshipment cargoes transported by an international car ferry that enters/leaves Ulsan Port by Dec. 31, 2019

  1. (1) Military-use cargoes or cargoes that belong to the state, seized or discarded according to the National Tax Collection Act, the Harbor Act and the Customs Act

(2) Floor area of the storage facilities that were certified as outstanding logistics storage from the Minister of Oceans and Fisheries (However, while applying the fee to all storage areas in the port, the hinterland which charges lease based on a performance assessment is excluded. In addition, the exemption period is limited to the certification period.)
