Information Disclosure System

What is Information Disclosure System?

  • By disclosing information owned and managed by public institutions that have been produced or received during the performance of their duties to the public, the information disclosure system guarantees the people’s rights to know and encourage their participation in the operation of state affairs based on greater information.

Information Subject to Information Disclosure

  • Matters recorded in documents (including electronic documents), drawings, pictures, films, tapes, slides, and other corresponding media that are made or acquired, and managed by public institutions for the performance of their duties
  • Examples of Information Exempt from Information Disclosure (authoritative interpretation by the Ministry of the Interior and Safety)
    • Statistics collected unofficially for reference in performing a duty
    • Information published for sale and promotion to unspecified individuals on the official gazette, newspaper, magazine, etc.
    • Legally discarded information (under the law related to public records management)

Information disclosure request
  • Request for information disclosure is a system that discloses information owned by a pubic institution by the request of an applicant
  • Applicant
    • All citizens/corporations and organizations/foreigners
Proactive Information Disclosure
  • Proactive Information Disclosure is a system that preemptively and proactively discloses information for the public before there is a request for such information
  • Information subject to Proactive Disclosure
    • All information that the public should know besides information subject to non-disclosure (Article 7-1 and 7-2 of the Public Information Act)
    • Information of policies that have a significant influence on public livelihoods
    • Information related to projects receiving large financing such as constructions undertaken under government policies
    • Information necessary for administrative monitoring such as budget execution and project evaluation results
    • Other information designated by the heads of public institutions

  • Disclosure of original information is a system that discloses information produced during work through the information disclosure system (www.open.go.kr) even without any specific request.
