Relevant Law

  • The Minister of Oceans and Fisheries may establish and operate an integrated harbor logistics information network if necessary for the management of information pertaining to the use of harbors and logistics of harbors and the processing of civil petitions, etc. [Article 89-1 of Harbor Act] <Amended on Mar. 23, 2013>
  • In the case that the Minister of Oceans and Fisheries or the user of the Integrated Harbor Logistics Information Network legally processed civil petitions or performed a duty related to port logistics using a standardized template or electronic document under the Integrated Harbor Logistics Information Network, it shall be considered that the matter has been handled in accordance with the concerned regulation of the law. [Article 88-2 of the Enforcement Decree of Harbor Act] <Amended on Mar. 23, 2013>
  • Matters necessary for the establishment, operation, and use of the Integrated Harbor Logistics Information Network shall be prescribed by Presidential Decree. [Article 89-2 of Harbor Act]

Development and operation of standardized template and electronic document, etc.

  • The Integrated Harbor Logistics Information Network will be developed by each port. [Article 88-1 of the Enforcement Decree of Harbor Act]
  • The Minister of Oceans and Fisheries shall develop the standardized template and electronic document necessary for the processing of civil petitions and performance of duties pertaining to harbor logistics through the Integrated Harbor Logistics Information Network. [Article 88-3 of the Enforcement Decree of Harbor Act] <Amended on Mar. 23, 2013>
  • The Minister of Oceans and Fisheries shall build and operate the Shipping and Port Logistics Information System and the System for Joint Use of Examined Information to facilitate joint use of shipping and port logistics information. (Article 3-1 of the Rules related to Development, Operation, and Procedure of the Integrated Harbor Logistics Information Network)
  • The head of a regional maritime affairs and the head of port authority (hereafter “regional head, etc) shall build and operate a port management information system (including a wireless port operation information network) for the performance of duties including electronic civil petitions. (Article 3-2 of the Rules related to Development, Operation, and Procedure of the Integrated Harbor Logistics Information Network)

Use of Standardized Template and Electronic Documents

  • Those who wish to perform duties related to civil petitions through repeated use of the Integrated Harbor Logistics Information Network need to submit an application to the Minister of Oceans and Fisheries and receive a registration number. [Article 88-4 of the Enforcement Decree of Harbor Act] <Amended on Mar. 23, 2013>
  • Those who wish to perform duties such as electronic processing of civil petitions through the use of the Integrated Harbor Logistics Information Network must apply to the regional head in accordance with the template 1: (cancellation) application to use the port management information system and template 2: (new/change) application of port related companies in the annex. (Article 7-1 of the Rules related to Development, Operation, and Procedure of the Integrated Harbor Logistics Information Network)

Temporary Handling in case of System Cessation

  • The Minister of Oceans and Fisheries can ask the user to submit civil petitions directly if the processing of civil petitions through the Integrated Harbor Logistics Information Network is not possible due to serious hindrance to the operation of the Network. [Article 88-5 of the Enforcement Decree of Harbor Act] <Amended on Mar. 23, 2013>
  • When it is deemed that there is a hindrance to the operation of the port due to unavailability of electronic processing of civil petitions on the main system and the disaster recovery system as a result of a serious accident, the Minister of Oceans and Fisheries and the regional head may process civil petitions through alternative means such as manual performance of duty. (Article 12-2 of the Rules related to Development, Operation, and Procedure of the Integrated Harbor Logistics Information Network)

Regulations related to System Operation and Use

  • Matters necessary for development, management, and use of the Integrated Harbor Logistics Information Network, in addition to the regulated items from Article 1 to Article 5, are designated by the Minister of Oceans and Fisheries. [Article 88-6 of the Enforcement Decree of Harbor Act] <Amended on Mar. 23, 2013>
  • The Purpose is to stipulate matters necessary for the development, management, and use of the Integrated Harbor Logistics Information Network under Article 89 of the Harbor Act and Article 88 of the Enforcement Decree of the same Act.
