Acceptance of Vessel Declaration upon Arrival and Departure

Description

All vessels using Ulsan Port must submit a declaration upon arrival or departure from Ulsan Port.

Subject

All vessels using Ulsan Port (Coastal and ocean-going ships)

Operation of the Berth Management Council

Description

The Berth Management Council was formed by an autonomous agreement by users to ensure impartiality to vessels using Ulsan Main Port in regards to efficient operation and allocation of berths.

Management of Port Use Record

Description

Vessels that have used port facilities (berth) of Ulsan Port must pay a port dues (entrance and clearance fee, dockage fee, and anchorage fee) for the use of port facilities (berth), and UPA will issue a bill for such payments.

Once the arrival/departure declaration gets accepted and the use of port facilities is approved, the issued bill may be sent via post or be picked up from the port management team of Ulsan Port Authority.

Payment Period

Payment Period: In case facilities are used by harbor transport businesses under the Harbor Transport Business Act and licensed distant water fisheries businesses under the Distant Water Fisheries Development Act: within 15 days from the expiration date of facility use (within 15 days of vessel departure if the entrance and clearance fee is paid with the dockage fee).

Acceptance of Cargo Arrival and Departure Declaration (wharfage fee issuance)

Description

All cargoes arriving or departing through vessels using port facilities of Ulsan Port must be declared and pay a wharfage fee.

Cargoes delivered by all vessels (Coastal and ocean-going) using Ulsan Port

  • After the shipping company or the agent declares the arrival or departure of cargoes through an EDI, a summary sheet is created (automatically). The shipping company or the agent then reports the use of port facilities to UPA according to the summary sheet.
  • UPA accepts the reported case and issues a bill statement for wharfage.
  • The shipping company or the agent (cargo owner) pays the wharfage fee to UPA.

Request for Use of Port Facilities (open storage yard) and Approval

Description

When using port facilities (storage, open storage yard) within the jurisdiction of UPA, the cargo owner/stevedores must pay for the use of such facilities to UPA.

Payment Period
  • Stevedores and cargo owners who wish to use the storage/open storage yard of the port must submit their request to use port facilities to the UPA customer service center, and UPA approves the request.
  • UPA supports and manages the use of storage/yard by stevedores and cargo owners who have received an approval for the use of port facilities, and issues a bill statement for demurrage based on the various details of the storage/yard and free storage period at the time of clearance.
  • The statement is available via post or at the UPA customer service center.
